Strategic approaches to enhance government communication capabilities

At the 2025 KPRA(The Korea Public Relations Association) Special Seminar, held from May 26 to 30, FleishmanHillard Korea emphasized the importance of policy communication and presented strategic approaches to enhance government communication capabilities.

During the May 27th session, “Public-Private-Citizen Partnership and Communication Cooperation Direction,” James Choi, Partner at FleishmanHillard Korea, presented a case study on public-private cooperation centered on the launch of the Korea Aerospace Administration(KASA). Choi explained how the KASA legislative process actively engaged the private sector, noting that “more than 120 private sector proposals were collected, and a Private Enterprise Cooperation Committee was established to encourage private participation, resulting in actual fundraising successes stories for startups. This model demonstrates significant potential for broader application across strategic industries.”

In a panel discussion on May 29th, Yvonne Park, President of FleishmanHillard Korea underscored the critical role of effective government communication, asserting that “a government’s crisis management capability is a key soft power that determines national competitiveness.” Outlining essential elements for policy communication for the new administration, Yvonne Park proposed:
✅ Building authentic trust with the public
✅ Establishing a transparent communication platform that shares information and decision-making processes
✅ Creating opportunities for the public to actively engage in social recovery

Park also stressed the need for proactive measures, adding, “Ministers, vice ministers, and heads of related government agencies should receive systematic training and consulting from communication experts on a regular basis to prevent and respond swiftly to crises.”
The KPRA Special Seminar provided a valuable platform for experts to discuss enhancing communication between the government, private sector, and the public, with a particular focus on policy PR, public-private partnerships, and crisis communication strategies.
